There are four providers of free Lifeline cell phones in Arizona. Note, this may not be the most updated list since frequently more carriers are added to AZ and others stop providing services. You can always Google to find others available. Frequently in Tucson, you will see tents set up on the sides of intersections downtown and southside areas, in addition to people offering plans at DES offices (outside). Make sure you get at least 500 minutes or the plan probably isn't going to work for you. Some plans offer low end smart phones and others do not. SafeLink mails their phones, whereas others give you one on the spot. Test the phone. Too often phone companies are getting major $$$ from the government but offering low end, refurbished phones that some of the features aren't working or the sound quality is poor. Salespeople usually get $3 to $5 per phone they sign you up for and are not always honest about the plan. Get it in writing.

Life Wireless is a regional cell phone provider that is accepted by the U.S. government’s Lifeline phone service to provide free cell phones and free airtime.. The norm for the amount of free airtime in the free government cell phones program is 250 minutes, and Life Wireless only offers the standard 250 minute plan, a 125 minute plan, and a 68 minutes a month (no 68 minutes plan in Illinois). Standup Wireless is one of a number of smaller companies that are certified by the U.S. federal government’s Lifeline phone service program to provide free cell phones and free minutes.
While the top, major providers of free cell phones through the Lifeline Assistance program offer 250 minutes of airtime a month, StandUp Wireless only offers 100 minutes. However, you must note that 100 text messages are also included. Considering that the companies who offer 250 minutes will reduce those minutes with each text message made or received, 100 minutes may not be a bad deal, depending upon how you use your phone. Another good thing about StandUp Wireless is that they rollover unused minutes over from month to month. Not everyone does this. The usual complement of features are provided on the phone: caller id, voicemail, and call waiting. And they do include free nationwide long distance. International calls are allowed, but chargeable. If you require more minutes or text messages, you can buy into either of their two premium Lifeline plans. For $14.95 a month you will receive 500 minutes and 500 text messages, and for $29.95 a month you will receive 1,000 minutes and 1,000 text messages.
